Brief
Sound Connections is looking to develop a new Young Londoners’ Music Council website to assist with the progression of their work in encouraging Young People’s Voice and Guidance, both within the organisation and the music sector as a whole.
The Young Londoners Music Council is a new project that provides young people, ages 13-21yrs, with a platform and the support they need to communicate their thoughts, ideas and opinions about music making in London, and to lead in creating new events.
An important part of this new site will be the development of an existing database of music services, currently called – “Musical Routes”. This site assists young Londoners in planning their own musical development through discovering what is on offer to them in London. Sound Connections is looking to make this site both more youth friendly and accessible to a wider range of young people across the city, as well as capturing more useful information on our users. This service would be re-directed into the new Young Londoners Music Council website.
Site Content
Who is the site aimed at?
The site is predominantly aimed at young people (ages 13-21yrs).
New or interested council members will need access to information about the project, ethos, background, opportunities, etc. Existing members will need a reason to return to the site, such as monthly feature articles/information on upcoming events, pictures/video of recent activities/events, and the chance to vote in online polls or have their say in topical discussions. There will also be interest from Sound Connections partner organisations – youth workers and others within the music sector.
What type of content will the site contain?
The site will need to contain easily updatable content (content management system), as well as videos and audio for people to download or watch in a streaming player.
Look and Feel
Branding
Part of this tender should be the development of a brand for the council – a logo, image, colours that are appropriate for the ethos of the project and can be used throughout other related publicity, and in any online blogs.
Distinguishing features
We anticipate that the Young Londoners Music Council website would have less of a conventional educational look and more of a youth friendly feel. It is important that it’s obvious that that this website has been designed/conceived by young people for other young people.
The development of this site and branding will involve consultation sessions with the Young Londoners Music Council, either through the coordinator or more directly, in order to ensure that the look, feel, content and language of the site reflect the needs and tastes of young Londoners.
Technical Considerations
Domain name
The site needs to be found easily through popular search engines and will be linked to our organisations main site – www.sound-connections.org.uk
Musical Routes
The tender will include the development of the “Musical Routes” database, which is currently at - www.musicalroutes.co.uk, to fit within the wider site as a tool for young people to pursue their own musical pathways. It needs to look and function in a more youth friendly manner.
Data Capturing
We need to capture certain information about our users, which must be considered when designing the site. This could involve measuring ‘click-throughs’, where people have come from and gone to online, the most popular pages, how long users stay/repeat users, etc. Also, some demographic information needs to be captured for our monitoring purposes, in innovative ways that are not burdensome.

The following outline is a suggestion of how the site might look, but we are also open to discussing any ideas you might have.
Who are we / Join the Council
Home page on the Council – Who it is, what it does and how to join. Also – profiles of key council members (pic/200 words/links to their myspace/facebook, etc).
Musical Routes / Where can I access…?
This is the section that would contain the re-vamped ‘Musical Routes’ content. Possibly so that young people can search for opportunities in a less laborious fashion, e.g by postcode, within 5 miles of home, by a particular musical interest, etc, but with the capability of still capturing certain information about the users for our monitoring purposes. We would like to set up a ratings/comments system in this section also, so the council can rate projects.
Features
This section will contain engaging material for users to return to the site – e.g polls and discussion topics, interesting articles, etc. Possibly some pics, vids etc in this section, or in the press section (or both).
Events
This section, as with most of the others, will need to be regularly updated by the coordinator initially, and eventually by named administrators within the young peoples’ council. It will be a London wide ‘what’s on’ feature.
Partners and Press
This section will contain formal information for partner organisations, press releases, and copyright info.
Contact Us
Contact page, about the website and who runs it, what it’s there for, etc.
RSS feeds
Feeds at the top of the site from twitter/blog – to contain the same branding as the main site.
Requirements
Sound Connections invites tenders from companies/organisations/individuals that can provide both the front-end design and build the site as detailed in these pages. Ideally you would also have some experience of working for youth focussed organisations. In your tender there needs to be an overview of your expertise, as well as an outline of the resources you have available and a suggestion of the approach you would take to this project. It would be helpful to see examples of your previous work.
Timescale
There will be 2 phases to this project. The branding (logo and basic look) must be in place by the week beginning 9th November 2009, with the development of the ‘Musical Routes’ database and the rest of the site to be finished by 20th December 2009. This will involve time for the coordinator to obtain feedback from youth council members as the site progresses.
Budget
There has been up to £3000 allocated to this project, so tenders need to outline what the organisation/individual can provide for this amount in a clear breakdown of cost, as well as any projected ideas for development in the future. We anticipate this is a project that will grow, so we are looking to build the backbone of a site that can be built on in the future, although we would like to start using several elements of it straight away.
There are also opportunities for corporate sponsorship of the council, which could be pursued further if this is something you might be interested in. Please indicate this in your tender application.
